DOVE details leads to 38 arrests, 119 summonses

Despite temperatures plunging to –8°, the law enforcement community turned up the heat on the bad guys last Friday night.

On January 30, more than 250 sworn personnel from police departments across Westchester County, Putnam County and Fairfield County (CT) joined with the NYPD, the FBI  and the New York State Police for a coordinated Drivers of Violence Enforcement (“DOVE”) detail to confront a variety of criminal activity, ranging from organized retail thefts to stolen vehicles to armed fugitives. Operating on a single radio channel, partner agencies worked together seamlessly across jurisdictional lines, safely apprehending offenders.

The Westchester-Putnam Real Time Crime (“RTC”) Center facilitated these efforts, sharing real-time intelligence and coordinating agency responses. DOVE details have been a shining example of interagency collaboration since 2023.

Despite being the coldest DOVE detail to date, Friday’s was one of the more productive, resulting in 38 arrests and 119 summonses issued. These results, over the course of only several hours, highlight the effectiveness of intelligence-driven, precision policing and communications.

One highlight of the evening was the arrest of organized retail theft crew that targeted the Dobbs Ferry Ulta Beauty store, unaware that Dobbs Ferry PD had members assigned to the DOVE detail. Information was immediately broadcast across the RTC network when the suspects fled. They were apprehend within minutes by responding officers from multiple agencies.
